Project Brief

Background

Government of India and the World Bank have decided to provide Technical Assistance of Rs. 6147 crores in the Rural Drinking Water & Sanitation sector to the four lagging States viz. Uttar Pradesh, Assam, Jharkhand and Bihar of the country. The State of Uttar Pradesh has been included because of prevalent Water Quality problems in the Eastern part of the State. Out of the total amount of Rs. 6147 crores, Rs. 3073 crores will be received from the World Bank through the International Development Agency (IDA) as loan to the Government of India which will be given to the four States. Rs. 2032 crores will be given by the Government of India to the four States through the National Rural Drinking Water Programme. Rs. 995 crores will be provided by the States from their own resources and Rs. 47 crores will be contributed by the community towards capital cost sharing.

Project Objectives

The overall objective of the proposed Rural Water Supply and Sanitation Project for Low Income States (RWSS-LIS) is to “improve piped water and sanitation services” for selected rural communities in the target states through decentralized delivery systems.

Project Components

The RWSS-LIS Project has 3 major components:

  • Component 1 – Capacity Building and Sector Development (9.0%)
    • Capacity Building of MoDWS
    • Capacity Building of State level RWSS Sector Institutions and PRIs
    • Information, Education and Communications (IEC)
    • Sector Development Studies
    • Good Practice Awards
    • Web based MIS system
  • Component 2 – RWSS Infrastructure Development (87.0%)
    • Water Infrastructure Investments in
      • new schemes
      • rehabilitation of existing schemes
      • strengthening of Water Quality testing Labs/ equipment
      • source strengthening and catchment area management
      • Infrastructure Support- Engineering, District & Community Support
      • Single Habitation schemes (SHS)
      • Single GP (Multiple habitations) schemes (SGS)
      • Small MVS (covering 2-4 GPs)
      • Large MVS (covering more than 5 GPs and upto 20 GPs, some in peri-urban, PPP model) designed for 24x7 water supply & Bulk flow meters & simple SCADA for flow regulation.
      • Some schemes could be Solar-pump based
      • 100% household connections with service level of 70 LPCD
      • Surface water based schemes where ground water is contaminated
    • Sanitation Infrastructure Investments thru a comprehensive environmental sanitation plan
      • Individual household toilets complementation in the project habitations under the project: complement the IHHL program under the NBA program through strengthening the implementation processes at districts and village levels.
      • Institutional toilets- provide support to the NBA’s school, anganwadi and community/public sanitation program, wherever required, by supporting in software activities including in planning, implementation and monitoring processes.
      • Environmental sanitation- drainage improvements, associated lane improvements, soak pits and other solid liquid waste management facilities based on sanitation plans (including environmental sanitation) and to complement NBA and MNREGS funds.

    • Staffing & Consultancy Costs of PMU at National, State and District levels

Project cost of the USD 1 billion Project is worked out at the currency exchange rate of 1 USD = INR 61.47

Project will cover about 1000 GPs and about 6000 habitations in 10 Eastern UP districts with 924 Water Supply Schemes and Sanitation facilities. Total population to be covered under the Project in UP has been estimated at about 28 Lakhs. The total Project cost for UP State is estimated at Rs. 2035 Crores over the six year period out of which Rs. 1615.60 crores will be provided by GoI and the World Bank and Rs. 419.40 crores will come from the State resources. The Sanitation component under the project will majorly be implemented using the Nirmal Bharat Abhiyan funds, though an additional Rs. 192.10 crores have be provided under the project to supplement the software activities.

Village Level Arrangements

The Gram Panchayat Water & Sanitation Committee (GPWSC) to be constituted as GP sub-committees.

Project Progress -2

The State Project Management Unit at the State level has been established and the setting up of the District Project Management Units in the 10 project districts is under process. Panchayati Raj Department has nominated nodal officers for the Sanitation component at the State and District level. The process for issuance of Government Order for the formation of Gram Panchayat Water & Sanitation Committee (GPWSC) is under process. Support Organizations are being identified to work under the project.
